Mekran is one of the most deprived and desolate areas of Pakistan, and in 1982 she established a girl's primary school in Mand on a self-help basis. A year later in 1983, the school was handed over to the government of Balochistan based on its good performance. Since 1986 she was worked as a volunteer with the Family Planning Association of Pakistan.
In November 1999 Ms. Jalal was inducted into the Pakistan Federal Cabinet as Minister for Education based on her services as an activist educator. She is the first woman to hold this post in the history of Pakistan.
